Whisk flour, ginger, cinnamon, cloves, nutmeg, and cocoa in a small bowl; set aside.

Cream margarine and brown sugar; mix in molasses.

Combine half of the dry mixture with the wet ingredients and baking soda mixture, then add the remaining dry mixture.

Chill dough, covered, for at least 1 hour.

Form 1 1/2-inch dough balls, roll in sugar, and place on a cookie sheet.
