Unstuffed Peppers Casserole

Instructions

  1. Preheat the oven to 350 F and lightly grease a 3-quart baking dish.

  2. Brown ground beef with onion and celery in a large skillet over medium heat for 5 minutes. Add bell peppers, salt, pepper, celery flakes (if using), oregano, basil, and garlic powder; sauté until vegetables soften and meat is no longer pink.

  3. Stir in tomatoes, half of the tomato sauce, and Worcestershire sauce. Simmer for 5 minutes, then mix in rice and half of the cheese.

  4. Spoon the meat mixture into the prepared baking dish. Spread the remaining tomato sauce over the top, then sprinkle with the remaining cheese.

  5. Bake for 25 to 30 minutes, until hot and bubbly.
