Heat a large skillet over medium heat, then add oil and brown the ground beef, breaking it up. Add the onion and continue cooking until beef is no longer pink and onion is translucent.

Stir in the cabbage, stewed tomatoes, diced tomatoes, tomato sauce, sugar, and vinegar; cook for 5 minutes until cabbage wilts.

Add water and rice, reduce heat to low, cover, and simmer for 20 to 25 minutes until rice is tender, adding more water if necessary.
