Preheat oven to 350 F and butter a 1 1/2-quart baking dish.

In a saucepan, melt 2 tablespoons butter, then whisk in flour, salt, and pepper; cook for 2 minutes, stirring constantly.

Gradually add milk, stirring constantly until thickened.

Stir in dried thyme, tuna and its reserved juice, celery, and green beans.
