Heat 1 cup whole milk in a small saucepan over medium heat until bubbles appear at the edges, then keep warm.

In a separate medium saucepan, melt 2 tablespoons unsalted butter over medium-low heat.

Add 2 tablespoons all-purpose flour, stirring constantly to form a roux, and cook for about 2 minutes until it smells nutty but does not brown.

Gradually whisk the warm milk into the roux, then cook over medium heat, stirring continuously until the sauce boils and thickens.

Reduce heat to very low and simmer, stirring frequently, for 5 minutes.
