Start boiling salted potatoes until tender; drain, mash, and set aside.

Separate egg yolks and whites; dice whites and press yolks through a fine sieve.

In a bowl, combine mashed potato, sieved egg yolks, diced egg white, parsley, horseradish, salt, and pepper; stir well.

Gently mix flaked mackerel chunks into the potato mixture until just combined.

Divide the mixture into six portions; roll each into a ball, dredge in flour, then beaten egg, then flour again, and flatten into a patty.

Heat 1/4-inch of oil in a skillet; fry three fishcakes for 3 minutes per side until cooked.

Remove and drain on paper, keeping warm; repeat with remaining fishcakes.
