Preheat the oven to 400 F with racks in the top and bottom thirds.

Prick potatoes, rub with 1 tablespoon olive oil and kosher salt, then bake on the bottom rack for 1 hour until tender.

While potatoes bake, heat the remaining 1 tablespoon olive oil in a large skillet and brown the ground sausage, then remove it, leaving any fat in the pan.

Add garlic, onions, sage, celery salt, and pepper to the skillet, cooking until onions are translucent, about 5 minutes.

Stir in tomato paste, Worcestershire sauce, and frozen vegetables, then add red wine, broth, and cooked sausage.

Bring the mixture to a boil, then reduce heat to simmer for 10 minutes until most liquid evaporates and the mixture is saucy; season to taste.

Once potatoes are cool enough to handle, slice off the tops, scoop out most of the inside, leaving a 1/4-inch barrier, and transfer the scooped potato to a bowl.

Fill the hollowed potatoes with 3/4 to 1 cup of the sausage mixture, then spread about 1/2 cup of the potato topping over each.
