If broiling, preheat oven to broil; otherwise, prepare a hot grill.

Combine marinade ingredients, pour over steaks, and refrigerate to marinate.

Dry-fry 2 tablespoons of uncooked sticky rice until toasted; cool and grind into powder.

Mix all dressing ingredients until sugar dissolves, then prepare salad greens and other ingredients.

Grill steaks on a hot grill, turning once or twice, until pink in the center; alternatively, broil in the preheated oven for 5 to 7 minutes per side.

While steak cooks, toss salad with dressing, adjusting taste with fish sauce or lime juice.
