Texas-Style Ground Beef and Rice Casserole

Preheat the oven to 350 F and grease a 2-quart casserole dish.

Brown ground beef and sliced onions in a large skillet over medium-high heat until beef is no longer pink; drain fat.

Stir in garlic and bell pepper, cooking for 2 minutes.

Add tomatoes, tomato paste, cooked rice, chili powder, salt, and pepper to the skillet; mix thoroughly.

Transfer the mixture to the prepared dish and bake for 20 minutes.

Optionally, sprinkle with shredded cheese and bake for 5 to 10 more minutes.
