Instructions

  1. Preheat the oven to 350F and line a baking pan with foil.

  2. Halve bell peppers, remove seeds, then boil them for 3 minutes and drain.

  3. Brown ground beef with onions in a skillet; stir in refried beans, tomatillo salsa, rice, parsley, garlic powder, chili powder, and cumin, then simmer until hot and season to taste.

  4. Arrange peppers in the pan, fill each with the beef mixture.

  5. Cover with foil and bake for 35 to 40 minutes.

  6. Uncover, top each pepper with sauce and shredded cheese, and continue baking until the cheese melts.
