Start boiling a large pot of water. Separate garlic bulbs into cloves.

Cook garlic cloves in boiling water for 30 seconds. Drain and rinse with cold water; peel cloves.

Pack peeled cloves and optional chiles into a 1-pint jar.

Combine vinegar, salt, and sugar in a bowl; stir until dissolved.

Pour vinegar mixture over garlic cloves to cover them completely.

Cover the jar and refrigerate for at least one month before use. Store chilled for up to a year.
