Combine brown sugar, water, and cream of tartar in a heavy saucepan; stir to blend and attach a candy thermometer.

Bring the mixture to a boil and cook until it reaches 242 F (thread stage).

Meanwhile, beat egg whites until stiff peaks form.

Slowly pour the hot syrup mixture into the beaten egg whites in a thin stream while continuously beating.

Beat in the vanilla extract.
