Preheat the oven to 375 F and butter a muffin tin.

Cook breakfast sausage in a skillet, breaking it up until browned; drain any excess fat, then stir in spinach.

In a large bowl, whisk together flour, baking powder, baking soda, salt, and pepper; cut in the butter until incorporated.

Whisk buttermilk and eggs, then add this mixture to the flour and butter. Stir in the sausage-spinach mixture, maple syrup, shredded cheddar, and chives until just combined.

Divide the batter evenly among the prepared muffin tins.
