Combine flour, baking powder, soda, salt, cinnamon, and nutmeg in a bowl.

Cream butter, brown sugar, and granulated sugar until light and fluffy. Beat in eggs and vanilla. Gradually mix in milk and pumpkin, then incorporate the dry ingredients until just blended.

Drop cookie dough by tablespoon or scoop onto the prepared sheets. Bake for 12 to 14 minutes until bottoms are lightly browned and tops are firm. Cool on the baking sheet for 5 minutes, then transfer to cool completely.
