Combine minced garlic, chili powder, cumin, kosher salt, black pepper, and cayenne pepper in a small bowl.

Rub the 3-pound top sirloin beef roast with olive oil, then apply the seasoning mixture evenly on all sides.

Roast the beef for 15 minutes, then reduce the oven temperature to 225 F and continue roasting for approximately 3 hours or until desired doneness.

For medium-rare, the roast should register 130 F to 135 F using a meat thermometer.
