Instructions

  1. Preheat the oven to 3250F.

  2. Season brisket with pepper and 1/2 teaspoon salt. Brown the brisket on all sides in a large skillet, then set the skillet aside.

  3. Transfer brisket to a baking dish or Dutch oven. Arrange carrots, celery, onion, tomato, and parsley sprigs around the meat.

  4. Whisk flour with 1/4 teaspoon salt and 1 cup water. Pour this mixture into the skillet, scraping to deglaze any browned bits.

  5. Pour the skillet contents over the brisket and vegetables. Cover tightly and bake for 2 hours.

  6. Add quartered potatoes and sprinkle with the remaining 1/4 teaspoon salt. Cover and bake for 30 minutes more, or until tender.
