Instructions

  1. Preheat oven to 350 F. Line two baking sheets with parchment paper and spray.

  2. Sift flour, baking powder, and salt into a medium bowl.

  3. Combine sugars and orange zest in a large bowl, mixing with fingers to release oils.

  4. Cream butter with the zest-sugar mixture until light and fluffy.

  5. Add orange juice, vanilla extract, and egg; mix until fully combined.

  6. Gradually add the sifted dry ingredients to the wet mixture on low speed until just combined. Refrigerate dough for 10 minutes.

  7. Whisk confectioners' sugar, orange juice, water, and vanilla extract in a medium bowl for the glaze; cover and set aside.

  8. Scoop dough onto prepared baking sheets, spacing 2 inches apart. Bake for 10 minutes, or until edges are golden.

  9. Cool cookies on baking sheets for 5 minutes, then transfer to a rack.

  10. Glaze the cooled cookies and garnish with orange zest. Serve once dry.
