Combine sugars and orange zest in a large bowl, mixing with fingers to release oils.

Gradually add the sifted dry ingredients to the wet mixture on low speed until just combined. Refrigerate dough for 10 minutes.

Whisk confectioners' sugar, orange juice, water, and vanilla extract in a medium bowl for the glaze; cover and set aside.
