Combine 1 minced garlic clove with butter and pepper; rub this mixture under the chicken skin, then place chicken in the pan.

Toss potatoes, carrots, and celery with olive oil and 3 minced garlic cloves, then arrange them around the chicken.

Sprinkle salt and pepper over the chicken and vegetables; pour chicken broth into the pan.

Roast for 1 1/4 to 1 1/2 hours, basting occasionally, until chicken reaches 165°F, adding more broth if needed.
