Preheat the oven to 350F and grease and flour two 9-inch baking pans.

Combine sugar, flour, cocoa, baking powder, baking soda, and salt in a large bowl.

Add eggs, milk, oil, and vanilla, then whisk or mix with an electric mixer for 2 minutes on medium speed.

Stir in boiling water until just combined.

Bake for 30 to 35 minutes, or until a toothpick inserted into the center comes out clean.
