Line baking sheets with waxed paper.

Combine 2 cups granulated sugar, 1/2 cup unsalted butter, 1/2 cup milk, 1/3 cup unsweetened cocoa powder, and 1/4 teaspoon fine salt in a large saucepan.

Bring the mixture to a rolling boil over medium heat, stirring frequently, then boil for three minutes.

Remove from heat and stir in 3 cups quick-cooking rolled oats.

Drop by spoonfuls onto the prepared baking sheets.

Allow cookies to set at room temperature for about 45 minutes, or refrigerate for 15 minutes for faster firming.
