Preheat the oven to 350°F and line a baking sheet with parchment paper or foil.

Combine ground beef, Parmesan cheese, egg, Italian seasoning, garlic powder, salt, and pepper in a large bowl until mixed.

Divide the meat mixture into 16 portions, each approximately 1.75 ounces.

Enclose a piece of mozzarella cheese within each meat portion, shaping it into a ball and sealing the cheese inside.

Arrange the meatballs on the prepared baking sheet.

Bake for 30 to 35 minutes, or until the beef is fully cooked.
