Instructions

  1. Preheat a steamer on high heat.

  2. Sift flour and baking powder into a large bowl, then mix in sugar.

  3. Gradually add water, stirring until combined, then knead the dough until smooth.

  4. Divide the dough into 12 pieces, form into balls, and flatten each.

  5. Place a spoonful of anko filling in the center of each flattened dough piece, then wrap and shape into a round ball.

  6. Place each shaped piece on parchment paper.

  7. Steam the cakes for approximately 10 minutes, then serve.
