Instructions

  1. Start boiling the vinegar, mustard, sugar, oil, celery seeds, and black pepper in a small saucepan; remove from heat and cool slightly.

  2. Combine the chopped cabbage, onions, bell peppers, cucumber, and tomato in a large bowl.

  3. Toss the vegetables with the warm dressing mixture.
