Instructions

  1. Heat 1-inch of oil in a skillet to 350 F.

  2. Combine flour and baking powder in a large bowl.

  3. Incorporate butter into the flour until pea-sized.

  4. Beat eggs, then add to the flour-butter mixture.

  5. Mix in confectioners' sugar and coconut milk to form a soft dough.

  6. Form 1-inch dough balls.

  7. Grease a fork, flatten a dough ball onto its back, and press it into a rectangle.

  8. Roll the dough from the fork's bottom into a tight curl with ridges, then repeat for all dough.

  9. Fry kulkuls in batches for 2.5-3.5 minutes, turning until light golden brown; transfer to paper towels.

  10. Combine granulated sugar and water in a saucepan; cook until syrupy, 4-6 minutes.

  11. Coat cooled kulkuls in the sugar syrup.

  12. Remove kulkuls and let them dry on a platter until the sugar forms a coating.
