Preheat the oven to 350F.

Squeeze excess moisture from thawed riced cauliflower using paper towels.

In a large skillet, heat oil over medium heat. Sauté onion and garlic for 2 minutes, then add ground beef and bell pepper; cook until beef is browned.

Stir in taco seasoning until blended.

Layer half of the beef mixture into a 2-quart baking dish, then top with 1/2 cup shredded cheese.

Add the squeezed cauliflower and another 1/2 cup shredded cheese.

Follow with the remaining beef and 1/2 cup shredded cheese.

In a saucepan, heat cream over medium heat. Add 1 cup shredded cheese and stir until melted.
