Instructions

  1. Preheat the oven to 350F.

  2. Squeeze excess moisture from thawed riced cauliflower using paper towels.

  3. In a large skillet, heat oil over medium heat. Sauté onion and garlic for 2 minutes, then add ground beef and bell pepper; cook until beef is browned.

  4. Stir in taco seasoning until blended.

  5. Layer half of the beef mixture into a 2-quart baking dish, then top with 1/2 cup shredded cheese.

  6. Add the squeezed cauliflower and another 1/2 cup shredded cheese.

  7. Follow with the remaining beef and 1/2 cup shredded cheese.

  8. Spoon salsa evenly over the beef and cheese layers.

  9. In a saucepan, heat cream over medium heat. Add 1 cup shredded cheese and stir until melted.

  10. Pour the cheese sauce over the salsa, then top with the final 1/2 cup shredded cheese.

  11. Bake for 30-40 minutes until hot and bubbly. Garnish with cilantro if desired.

  12. Serve with desired toppings like extra salsa, green onions, avocado, or sour cream.
