Preheat the oven to 425 F.

Heat milk until small bubbles appear; stir in 1 1/2 cups melted butter, sugar, salt, and cardamom, then cool to finger-warm.

Stir in yeast and let sit for 10 minutes.

Gradually add flour, mixing until the dough is firm and pulls away from the bowl.

Cover the dough and let it rise for about 1 hour until doubled.

Punch down the dough, knead lightly on a floured surface, and divide in half.

Roll each dough half into a 12x18-inch rectangle, then brush well with the remaining 1/3 cup melted butter.

Combine sugar and cinnamon, then sprinkle evenly over both buttered rectangles.

Roll each rectangle tightly into an 18-inch cylinder, then cut each cylinder into 20 equal slices.

Place slices in paper cupcake wrappers on a baking sheet, cover, and let rise for about 45 minutes until doubled.

Whisk an egg with water for an egg wash. Brush the risen rolls with the egg wash, then sprinkle with pearl sugar or almonds.

Bake for 7 minutes, or until golden and firm.
