Start boiling 2 inches of water in a medium saucepan. Cook potatoes, covered, for 12-15 minutes until tender.

Drain potatoes, then dry them over low heat for 1-2 minutes. Mash until smooth.

Beat in butter, milk, and garlic; season with salt and pepper. Let potatoes cool, then mix in cheese and green onions.

Shape 1/2-cup portions of the potato mixture into breadcrumb-coated patties. Refrigerate on a waxed paper-lined baking sheet for at least 1 hour.
