Instructions

  1. Whisk together all sauce ingredients and refrigerate.

  2. Start boiling 2 inches of water in a medium saucepan. Cook potatoes, covered, for 12-15 minutes until tender.

  3. Drain potatoes, then dry them over low heat for 1-2 minutes. Mash until smooth.

  4. Beat in butter, milk, and garlic; season with salt and pepper. Let potatoes cool, then mix in cheese and green onions.

  5. Shape 1/2-cup portions of the potato mixture into breadcrumb-coated patties. Refrigerate on a waxed paper-lined baking sheet for at least 1 hour.

  6. Heat oil in a heavy nonstick skillet over medium heat. Cook potato cakes for about 5 minutes, flipping once, until golden and heated through.

  7. Serve on a platter or individual plates, topping each with 1 tablespoon of the prepared sour cream sauce.
