Preheat oven to 350 F and place Cornish hens in a baking dish, stuffing each cavity with 1 clove garlic, shallots, 1 rosemary sprig, and 1/2 teaspoon salt.

Whisk together mustards, fines herbes, paprika, fennel seed, pepper, red pepper flakes, and the remaining 1/2 teaspoon salt, then coat the hens with this mixture.
