Preheat the oven to 450 F.

Place the roast, fat-side up, on a rack in a roasting pan.

Combine olive oil, garlic, thyme, sage, rosemary, sea salt, and pepper; rub this mixture evenly over the roast.

Roast for 15 minutes, then reduce oven temperature to 350 F.

Continue roasting for 35 to 45 minutes, or until the internal temperature reaches 130 F to 140 F for medium-rare.

Allow the roast to rest for 15 minutes before slicing.

Strain the pan drippings into a saucepan, then whisk in 4 tablespoons of flour.

Cook over medium heat, stirring constantly, for 1 minute.

Add beef broth and continue stirring until the gravy thickens; season to taste.
