Instructions

  1. Preheat the oven to 425 F (220 C).

  2. Brown ground beef in hot oil in an oven-safe skillet. Add celery, onions, bell pepper, 1 teaspoon salt, pepper, chili powder, garlic, and tomato soup; simmer for 10 minutes.

  3. For the biscuit topping, sift dry ingredients into a bowl. Cut in shortening and butter, then stir in parsley and milk until just moistened.

  4. Drop the prepared biscuit topping over the hot beef mixture in the skillet. Bake for about 20 minutes, or until golden brown.

  5. Serve the casserole immediately, either inverted onto a platter or scooped directly onto plates.
