Preheat the oven to 350F.

Soak breadcrumbs in milk.

Combine ground beef, soaked breadcrumbs, salt, pepper, onion, and beaten egg in a large bowl.

Press the meat mixture into a 9-inch pie plate and bake for 30 minutes.

Remove from oven and drain excess fat.

Top meat with mashed potatoes, then sprinkle with cheese and optional paprika.
