Instructions

  1. Preheat the oven to 350 F.

  2. Prepare peppers by removing tops, dicing the tops, and then deseeding and removing membranes from the peppers.

  3. Start boiling salted water in a large pot; add prepared peppers, simmer for 5 minutes, then drain and set aside.

  4. Brown ground beef in olive oil in a large skillet over medium-high heat.

  5. Add diced pepper tops to the skillet and cook until tender.

  6. Stir in tomatoes, tomato paste, garlic, oregano, basil, Worcestershire sauce, salt, and pepper; simmer for 10 minutes.

  7. Combine rice, cooked ground beef, and half of the cheddar cheese in a large bowl, stirring to blend.

  8. Fill the softened peppers with the meat mixture, arrange in a 3-quart baking dish, and top with the remaining cheese.

  9. Bake for 30 minutes until the cheese is bubbly and browned.
