Preheat the oven to 350 F.

Prepare peppers by removing tops, dicing the tops, and then deseeding and removing membranes from the peppers.

Start boiling salted water in a large pot; add prepared peppers, simmer for 5 minutes, then drain and set aside.

Brown ground beef in olive oil in a large skillet over medium-high heat.

Add diced pepper tops to the skillet and cook until tender.

Stir in tomatoes, tomato paste, garlic, oregano, basil, Worcestershire sauce, salt, and pepper; simmer for 10 minutes.

Combine rice, cooked ground beef, and half of the cheddar cheese in a large bowl, stirring to blend.

Fill the softened peppers with the meat mixture, arrange in a 3-quart baking dish, and top with the remaining cheese.

Bake for 30 minutes until the cheese is bubbly and browned.
