Combine oats, flour, 2/3 cup brown sugar, butter, and salt in a bowl; cut in the butter until walnut-sized crumbs form, then chill the mixture.

In a separate bowl, toss sliced apples, cinnamon, 3 tablespoons brown sugar, maple syrup, lemon juice, and cornstarch until coated.

Grease a 9x9-inch baking dish. Transfer the apple mixture to the dish, spreading evenly, then sprinkle the chilled crumb topping over the apples.
