Combine flour, salt, and pepper in a dish. Dredge chicken in flour, then buttermilk, then flour again.

Fry chicken in 360 F oil for 10 minutes until cooked and crunchy; drain on paper towels and season with salt.

Turn on broiler. Spread mustard on bun halves, topping one with ham and the other with cheese.

Broil bun halves until cheese melts and ham crisps. Add fried chicken, close, and serve immediately.
