Combine cabbage, green bell pepper, red onion, and red bell pepper in a large bowl.

In a medium saucepan, mix the remaining ingredients and bring to a boil for 2 to 3 minutes; then cool completely.

Pour the cooled liquid over the vegetables, stir well, and transfer to an airtight freezer container. Freeze immediately.
