Heat olive oil over medium heat, then sauté onion and green pepper for 5 minutes until soft.

Add ground beef, salt, pepper, garlic, cumin, oregano, cinnamon, and cloves; cook, stirring, until browned, about 5 minutes.

Stir in tomatoes, reduce heat to low, cover, and simmer for 15 minutes.

Mix in olives and raisins; simmer 5 minutes more. Adjust seasoning.
