Preheat the oven to 350°F and coat an 8x8x2-inch baking pan with cooking spray.

Sift flour, unsweetened cocoa, salt, baking powder, baking soda, and cinnamon into a large bowl.

In a medium bowl, beat sugar, brown sugar, non-fat dry milk powder, egg white, applesauce, and vanilla until combined.

Stir the wet mixture into the dry ingredients until just moistened; do not overmix.

Spread batter evenly in the prepared pan and bake for 22-23 minutes, or until a toothpick inserted in the center comes out clean.

Cool on a wire rack.
