Whisk 1 1/2 cups whole milk, 1/2 cup unsweetened cocoa powder, and 1 cup granulated sugar until dissolved.

Beat 2 cups heavy cream in a separate bowl until stiff peaks form, then fold it and 1 teaspoon vanilla extract into the cocoa mixture.
