Start boiling the water and sugar in a saucepan over medium-high heat, stirring until the sugar fully dissolves within 3 to 5 minutes.

Remove the saucepan from heat and cool the syrup completely, stirring occasionally; use an ice bath if desired to expedite cooling.

Stir the lemon zest and juice into the cooled syrup.

Pour the mixture into a nonreactive container, cover, and refrigerate for at least 2 hours.
