Instructions

  1. Preheat the oven to 350F and line two baking sheets with parchment paper, then spray with cooking spray.

  2. Melt butter and 1/2 cup chocolate chips together in a microwave-safe bowl, then whisk until smooth.

  3. In a stand mixer, combine the melted chocolate mixture, dark brown sugar, granulated sugar, eggs, water, and vanilla; mix on low speed until well combined.

  4. Sift flour, cocoa powder, baking powder, and salt into the mixer, then mix on low until just combined, avoiding overmixing. Fold in the remaining 1 1/2 cups chocolate chips.

  5. Scoop dough onto the prepared baking sheets, spacing about 1 1/2 inches apart, and sprinkle with flaky salt if desired.

  6. Bake for approximately 12 minutes, until the edges are set and the centers are puffed and soft.

  7. Cool cookies on the baking sheets for 15 minutes, then transfer them to a cooling rack to cool completely.
