Instructions

  1. Cut round steak into 6 to 8 serving portions.

  2. Combine flour, salt, and pepper in a small bowl; pound this mixture into the steak pieces to tenderize and thin the beef.

  3. Melt butter in a large skillet over medium heat. Add chopped onion, bell pepper (if using), and the coated steak pieces; cook until the steak is well browned.

  4. Transfer the browned steak pieces to the slow cooker.

  5. Add tomato soup, water, and vinegar to the skillet, stirring to scrape up browned bits, then pour this mixture over the steak in the slow cooker.

  6. Cover and cook on low for 5 to 7 hours, or on high for about 3 hours, until the steaks are tender.
