Cut beef into 1-inch cubes; peel and slice carrots into 1/4- to 1/2-inch rounds; peel and chop onions; peel and cut potatoes into 1-inch cubes; slice celery.

Combine the prepared beef, vegetables, tomatoes, beef stock, tapioca, Worcestershire sauce, and bay leaves in a slow cooker.

Cover and cook on low for 7 to 9 hours.

Taste the stew and add allspice, marjoram, thyme, salt, and pepper as needed.
