Preheat oven to 350 F.

In a skillet, melt butter over medium heat; add mushrooms, onion, celery, carrots, and water. Bring to a boil, cover, and cook for 10 minutes until tender-crisp.

Combine ground beef, flour, seasoned salt, thyme, parsley, soy sauce, and the cooked vegetables in a large bowl. Mix and shape into a loaf in a greased baking pan.

Bake for 60 to 70 minutes, or until the loaf is browned and reaches an internal temperature of 160 F.
