Preheat oven to 425 F and line a baking sheet with parchment paper.

Whisk together flour, sugar, baking powder, salt, and baking soda in a large bowl.

Work cold, cubed butter into the dry ingredients with fingertips until butter pieces are about walnut-half size.

Add buttermilk and mix until a shaggy dough forms; avoid overmixing.

On a floured surface, press dough into a 1/2-inch thick rectangle, fold it like a letter, and rotate 90 degrees.

Roll dough into another 1/2-inch thick rectangle. Spread 3 tablespoons of strawberry preserves over it.

Fold dough like a letter, transfer to a sheet, and freeze for 5 minutes.

Roll dough again into a 1/2-inch thick rectangle, incorporating any oozing preserves. Spread the remaining 2 tablespoons of preserves on top.

Roll dough to 3/4 to 1 inch thick. Cut biscuits using a 3-inch cutter; press straight down without twisting. Combine scraps to cut additional biscuits.

Transfer biscuits to the prepared baking sheet. Bake for 16 to 20 minutes until tops are golden brown.

Brush hot biscuits with melted butter immediately after baking, then cool for 5 minutes.

Whisk confectioners' sugar and milk for icing. Drizzle icing over the cooled biscuits.
