Preheat oven to 325 F and butter and flour an 8-inch or 9-inch square or round layer cake pan.

In a small bowl, combine 1/2 cup brown sugar, 1/4 cup all-purpose flour, and cinnamon; stir, then work in 1/4 cup softened butter until crumbly, and set aside.

In a medium bowl, whisk together 1 1/2 cups all-purpose flour, baking powder, and salt.

Beat an egg, then incorporate sugar and 1/3 cup melted butter. Add milk and vanilla, then blend in the flour mixture on low speed until smooth.

Spread the batter into the prepared pan and evenly sprinkle the streusel topping over it.

Bake for 25 to 30 minutes, or until a toothpick inserted into the center comes out clean, then partially cool in the pan.
