Whisk red wine vinegar and Worcestershire sauce, then slowly drizzle in oil while continuing to whisk until combined.

Stir in sea salt, oregano, pepper, thyme, onion powder, and minced garlic; let the mixture stand for 5 minutes at room temperature.

Place the steak in a resealable bag, pour the marinade over it, and refrigerate for approximately 2.5 hours.

Grill the steak using your preferred method, then allow it to rest for at least 5 minutes before slicing.
