Line 2 large baking sheets with aluminum foil and spray with cooking spray.

Combine sugar, cream, and water in a large saucepan over medium heat; stir until sugar dissolves.

Add cream of tartar and boil the mixture to 240 F (soft-ball stage).

Add butter and continue boiling the mixture to 280 F (soft-crack stage).

Remove from heat and stir in vanilla extract.

Quickly drop small spoonfuls of the hot candy onto the prepared sheets, ensuring adequate spacing.

Allow drops to set at room temperature, then remove from sheets. Serve immediately or store in an airtight container for up to 2 weeks.
