Instructions

  1. Combine water and ground beef in a heavy pot, bringing it to a simmer over medium-high heat while stirring until the beef is in very small pieces. Reduce heat to low and simmer for 30 minutes.

  2. Stir in tomatoes, onions, garlic, vinegar, Worcestershire sauce, bay leaf, chili powder, cocoa powder, cayenne, cumin, cinnamon, cloves, and salt. Simmer on low, uncovered, for 3 hours, stirring occasionally and adding water if the chili becomes too thick.

  3. Remove from heat, cover, and allow to cool to room temperature.

  4. Refrigerate the covered chili overnight.

  5. The following day, remove any fat that has formed on top before reheating and serving over pasta or hot dogs.
