Chicken Rice Casserole

Preheat the oven to 350 F.

Mix flour, salt, and pepper on a plate. Coat drumsticks in the mixture.

Heat oil in a large skillet over medium heat. Brown drumsticks in batches for 5 to 6 minutes.

In a 13x9-inch baking dish, combine rice, salt, pepper, onion, garlic, carrots, celery, red bell pepper, hot chicken broth, and melted butter. Stir until rice is completely covered. Place bay leaves on top.

Arrange browned chicken drumsticks over the rice mixture and sprinkle with cheese.

Cover and bake for 45 minutes. Uncover and bake for an additional 15 to 20 minutes, or until chicken is 165 F and rice is tender.

Remove bay leaves and serve the chicken with rice.
