In a separate saucepan, melt 2 tablespoons butter over medium-low heat, then add garlic and cook for 1 minute. Stir in flour, cook until smooth and bubbly for 1-2 minutes. Incorporate cream cheese, chicken broth, and pepper; continue stirring until the sauce is smooth and thickened, then season with salt to taste.
